Preheat oven to 350 degrees.
Cream butter and brown sugar in mixer.
Beat in eggs, vanilla, baking soda, hot water, salt and cream of tartar.
Remove bowl from mixer and stir in flour and chocolate chips until incorporated.
Drop by spoonful on parchment lined baking sheet 2 inches apart.
Bake for 10 minutes at 350 degrees and let cool on wire racks.
