Preheat your oven to 350°F (175°C) and line a large baking sheet with parchment paper.
In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt. Set aside.
In a large mixing bowl, beat the butter on medium speed for 5 minutes until creamy. Scrape down the sides of the bowl and add the brown sugar and granulated sugar. Continue beating for an additional 5 to 7 minutes until light and fluffy.
Mix in the vanilla extract and eggs until fully combined.
Gradually add the dry ingredients to the wet mixture and beat until just incorporated.
Using a small cookie scoop (about 1 tablespoon), portion the dough and roll it into balls. Arrange them on the prepared baking sheet, spacing them about 1 inch apart.
Bake for 8 to 10 minutes, or until the edges are set.
Remove the cookies from the oven and immediately press a chocolate kiss into the center of each cookie.
Transfer the cookies to a wire rack to cool completely. The chocolates may appear to melt slightly, but allow them to rest and they will harden as they cool.
