If your stew beef isn't cut into thin strips, cut it now. Add garlic, broth, rice vinegar, brown sugar, salt and pepper, and soy sauce to the Instant Pot. Stir to combine ingredients.
Add the beef and broccoli to the pressure cooker.
Close the lid on the Instant Pot and set the value to seal. Cook on manual for 10 minutes.
Set to a natural pressure release for 10 minutesfollowed by a quick release to release any remaining pressure. Carefully open the lid.
Remove ¼ cup of liquid from the Instant Pot and whisk in a bowl with the 3 tablespoons of cornstarch to form a cornstarch slurry.
Add the slurry to the Instant Pot and stir for 5 minutes or until the sauce has thickened.
Garnish with sesame seeds and serve.
