Preheat the oven to 350 degrees F and prepare a baking sheet withparchment paper.
Combine the lemon cake mix, Cool Whip, and egg in a large mixing bowl. Mix until well combined. The dough will be sticky.
Place the cookie dough in the freezer for 30 minutes so it gets firm and is easier to work with.
Remove from freezer. Using a cookie scoop, drop rounded spoonfuls of dough into a container filled with confectioner's sugar. Use a spoon to roll the dough in the powdered sugar.
Drop the powdered sugar dough balls onto the parchment-covered cookie sheet a few inches apart.
Bake for 8-10 minutes. The center of the cookie may still be slightly soft, but they firm up as they cool.
Remove cookies from the oven and let them cool on the baking sheet for a few minutes before moving them to a wire rack for cooling.
